So do you have the stem off? Can you take pics?

In most cases:
If it's threaded, you'll have to remove some parts of the upper headset. They are usually more like big nuts than little bolts, although some had a clamp ring with a little bolt in it.

If it's not threaded, the fork should drop out once you take the stem off.
