I just picked up Surly "Nice" racks for my Bruce Gordon. Used Arkel panniers.
Have to pick up the BG first though.
I'm using Tubus racks, but I haven't decided between the stainless steel models and the cro-mo.
I'm going to use two lights for the rear...a planet bike light...I think called a blaster...and something German that I can't remember which is designed to fit the rear rack. For the front, I've been hearing good things about one called the Magic Shine. Eventually I'd like to have a dynamo front hub, but the expenditure was beyond what I want now.
I have a set of medium-smallish panniers, but I'd like to get another set.
