Here's the right way to take care of these;
The reflector tabs come off from the sides (see where the plastic molding has a small tab); just use a flathead to pry/ pop them out. With the reflector tab popped off the bolt heads will be revealed. Here's what they look like minus the pedal.
No need to make this rocket science.
