Nah, it won't make any difference; the rack-to-frame distance is the same. The V version will work fine as long as it's high enough for the beam to clear the rear wheel (maybe something to think about on a full-suspension bike, but for most bikes it's OK).
Great, it will definitely have room to clear my rear tire, I was just concerned about the panniers getting into the wheel. Do the panniers have straps that connect to the rack to keep them in place? I called Topeak and talked to them and the person was kind of short with me so I did not get to ask too many questions.
