And the utility trip may consist of lots of short drives to a variety of destinations requiring that seatbelt be removed and then buckled back up at each one. Taking a seatbelt on and off certainly isn't an insurmountable problem, but it does present an inconvenience and may make the difference between deciding to get a ticket or not.
