But when going to the store/library/meeting it's just a matter of hopping on the bike and going. Having to get the helmet and put it on is then more significant. And the utility trip may consist of lots of short rides to a variety of destinations requiring that something be done with the helmet at each one. Taking and wearing a helmet certainly isn't an insurmountable problem, but it does present an inconvenience and may make the difference between deciding to ride vs. drive on a particular trip.
