I would vote against a mandatory helmet law because mandatory helmet laws increase public health care costs.

I'm in life insurance, I tend to trust actuaries over anecdotes, and the actuaries say cycling, even without a helmet, reduces premature mortality and morbidity. The slight increase in accident risk is overwhelmed by the positive impact of regular modest exercise.
