After I could not set it decided to change for an other one.
The question for what?
Number of the tooth 34, number of the speed 8 and the starting point is the from inside;
the 34 tooth is speed one and pull the cable changing for smaller reel.

The problem I thought that it has no tension setting, even not on the other side.
But what I see the problem is that it has a friction between the cable and the metal on the outer side of the guiding reel. Not has enough force go to the neutral position.
To pull the cable goes well to the higher speed.
