I have no real issue with fines being equal as long as enforcement is as well - no bike specific crack downs and same standards applied. I wonder if there was a grace period for the new tram stop and wait instead of stop and then go if clear law for which the change applied to both motorists and cyclists.

While I am strongly against MHL, once it is a law it can be enforced. However I would prefer it only be ticketed if associated with another infraction. It is too easy to spot helmetless riders - much easier than spotting for example a motorist not wearing a seatbelt. (Do not read this as me suggesting they are the same - they are not in any way.) If there is not a MSL then the MHL is even more misguided and unfair.
