Well, limited recoveries always lower your training zone. So, short intervals in the VO2 range with short recoveries are going to be a threshold-focused workout. It's all broad coverage though. This page is very helpful (and you can see why high tempo is so popular -- SST):

Tabatas turn out to be in that VO2/Threshold range too, even if the work intervals are more intense. It's good to different workouts though.
