This is a case where one look is worth a thousand guesses. Without knowing the age of the hub, kind of seals, and how long there's been a problem, there's no way of knowing what the fix is.

Could be a simple adjustment, a clean,lube and adjustment, a replacement required, or maybe nothing worse than a sticky seal. Without actually inspecting it, or at least knowing more about the problem you might as well toss a coin.
