How about an automatic lifetime ban for a first offense? Big reward for whistleblowers with proof? Not difficult these days with recordable devices to easily capture conversations and images of wrong-doing. Don't like that atmosphere? Don't dope.
Harsh? Not as harsh as bringing the whole thing crashing down.
