That doesnt seem right. I have seen numbers in the vicinity of 290W for 40kph/25mph - that seems to jibe a bit more with my experience - I can maintain around 22mph for a 40k flat TT (on a road bike, in drops - not on a TT rig) and my FTP is nowhere close to 300W.
