It's a later PH10 variant, right at the end of the Peugeot "Carbolite" era, before the HLE tubing was introduced.
Carbolite = entry level, but the tubing is better tham most high tensile tubing, as I think it is lighter and seamless, plus also provide a lively/responsive ride (per my experience with my own PH10S in the 80's). So you can maybe consider the bikes as on the higher end of entry level, frame-wise.
