The 35's would be much too close. The knobs on the cyclocross tires make them bigger than their indicated size (32, in your case).

Classically, the lower/rear eyelets are fender mounts and top/front eyelets are for a rack. Lowrider racks use the fender mounts. You can get longer bolts to mount both to the same eyelets (but that might not be as strong).

One lowrider rack, the Tubus Tara, has extra eyelets for fenders. Note that, if you go this route, you might want to trim the stays (if you need to) so that you can mount the fenders to the rack and to the bike (without the rack). Mounting the fenders to the bike requires longer stays than mounting to the rack.
