Those are the commercial-duty Locking Bike Trac. They're designed for parking garages, hence the loop for locking bikes to them. They're not a stock item anywhere. It takes 3-4 months to come in when I special-order them at the LBS. I have a third one on order now for the opposite wall.

Most folks buy the residential-grade Bike Trac, which is aluminum, half the price, and does not have the loop for locking the bike to the rack.

You can do the same thing even cheaper with hooks. I have the Delta Leonardo Bike Hook in my bathtub to hang the bikes for washing. Home centers have even cheaper ones, but they won't keep the wheel off the wall, which is essential for me in winter with the studded tires.
