Chrome plating is difficult, expensive, and extremely toxic. If the chemicals involved are not sufficiently removed afterward, they can destroy the frame through corrosion. And the byproducts are extremely environmentally harmful and tightly regulated, which is part of why it's hard to find someone who's licensed to do it.
Chrome is shiny and pretty, but it's not worth the cost or the toxicity, IMHO. If you want a durable finish, get a good powder coat. If you want something snazzier, you can get a pretty fancy paint job for what chrome would cost.
