Interesting to hear that Philly is a hot market and in the same sentence as Portland. Methinks you are confusing it with NYC or SoCal A couple of points:

A touring bike has a special market. A high-end classic touring bike like this (btw, you really need to take some actual pictures, so we can see what racks come with it, among other things, because that influences the price) is actually very desirable by someone who, well, tours on a bike. That person might be in New York City, in Salt Lake City or in the middle of Montana. So, ebay is the way to reach that audience (and/or maybe advertisement in some national/regional touring clubs.) The price does depend on the condition. The original half-step and granny set up is somewhat controversial: one either loves it or hates it
