Do you let the rain stop you?

As per my coach, im supposed to do a 3hr ride today, but its raining pretty good, and would be a miserable trip to say the least..
Do you think rain/weather cond. is a good enough excuse, or do you tough it out and ride regardless of bad weather?

Where do you draw the line between ridable weather and not?
