Purchasing 90s Specialized Hardrock Ultra - opinions please

I'm looking for a bike for city / suburban commuting and it was suggested that I look at fully rigid mountain bikes. I came across a used mid 90s (I suspect a 1995) Specialized Hardrock Ultra.

He's told me it's a 21" frame (I'm 6'3"), that it was tuned up last spring, and that there are no problems with the bike besides the normal wear and tear.

What questions should I ask about the bike? How does the condition of the bike look from that picture? He's offered to take more pictures for me... is there anything in particular I ask about? I originally wanted a single speed for the ease of maintenance - how easy and costly could this be and would the semi-horizontal dropouts make it too difficult?

Lastly, what is the value of a bike like this? He's asking $150 which seems a bit high for a 15 year old bike, but not outrageous.

Any help would be appreciated
