In Minnesota, this actually just became legal on April 16th.

According to the amended statute, cyclists can now turn left on a red light if there is no oncoming traffic. The law does not actually make it "legal" to turn left on a red light but it does give cyclists an "affirmative defense" in the eyes of police.
The defense is only applicable if you stop and wait long enough to determine the light is not going to change, look both ways, and yield to all other traffic before proceeding through the intersection.

I read the statute. It's the same as had been allowed motorcycles for years when encountering stubborn sensors. They just added "bicycles" to the wording.
