taller stems

Hey all
So I got the oh-so-cool Scott Drop-ins along with a bike recently, and I've been trying to decide on a bar setup for touring. My two options at the moment -
  1. nitto moustache bars
  2. midge bars?
  3. salsa bell laps, or an alternative if I can find one without that anatomic bend
Each of these seems to work best on a taller stem, like the Nitto Technomic or Nitto Dirt Drop. However, I'm also really fond of the removable faceplate - I have the Cinelli Frog, and it's nice to be able to swap out stuff that easily on a quill stem .

Is there any way to get both on a vintage bike? Not knowing much about bikes past 1990, I'm curious if there's a way to install a threadless stem/steerer tube without replacing the fork?
