Proposed law in Puerto Rico requires cyclist to wear reflective vests between 6pm/6am

A peurto rican guy has been going off about this in the commuting forum, Sorry this is kinda garbled, I babelfished the spanish article.

"Juan a project that analyzes in the Commission of Transportation and Infrastructure of the Camera proposes in the morning to limit the use of the bicycle the period between the 6:00 and the 6:00 of afternoon avoiding the deaths of cyclists in traffic accidents, that in the Island reach to the three percent according to the Administration of Compensation by Accidents of Automóviles (ACAA). Measurement, that includes the riders of horses that use the streets, was guaranteed today by the Department of Justice, the Police and the ACAA. The president of the Commission, Jorge Branches, that the evaluation of the legislative piece has to its position, said that " with the commentaries presented/displayed by the mentioned agencies we will give to passage to the inclusion of new requirements to the cyclists and people who use horses in the highways, with the purpose of to avoid more accidents and misfortunes in the running routes”. The Commission had invited to demote to the Association of Cyclists of Puerto Rico and to the Association of Equestrian, but both institutions refused to attend and to emit their commentaries. The executive director of the ACAA, Julio Alicea Vasallo, informed that “the statistics into ' National Higway Traffic Safety Administration' (NHTSA, in English) of the deaths of cyclists in traffic accidents they represent the two percent of fatal accidents and in Puerto Rico this number increases to three percent”. According to the civil servant, most of these accidents happen in urban zones and intersections. Between the requirements that the legislative piece establishes, one is to limit the use of bicycles and the practice to mount in the morning to horse to periods between 6:00 and six of afternoon. In addition, each cyclist will have to use a reflecting vest and, in the case of horses, the riders will have to use the reflecting vest and the animal will have to take reflectors in each leg. In addition, no minor of 12 years will be able to mount to horse if she is not accompanied by an adult. The legal adviser of the Police, licensed Star Sea Fertile valley, indicated that “the agents of the order I especially publish those that toil in countryside, face the situation of the use of horse, either or of individual way, or in the famous cavalcades in the nights without illumination additions nor the rider, nor the horse, which represents a danger for conductors and passers-by”. The civil servant guaranteed the use of the vests for drivers of bicycles and the restriction of the schedules proposed for her use: “She is of all well-known accidents that have occurred at night or at daybreak because among another range of possibilities, the conductor did not descry to the cyclist because this some did not wear reflecting vest”.


From what I can tell this law is officially passed. the guy that started the original thread in commuting (titled somthing stupid like "help me plz!!!") put up some sort of government phone number to call and complain about it too.

I'm astounded that a law like this could be passed without significant opposition.
