No, I don't think that's true. I working on about a '72 Mondia now, threads are French, original Reynolds decals in English. Seatpost seems to be 26.4. Fixed cup that came with frame supposed to be Swiss, but marked the same (35x1) as French bottom bracket I bought.
+1. My 1972 Mondia also had English Reynolds decals, but French sized tubing and French (not Swiss) bottom bracket.
