That's rich. If I and many thousands of others can install and use it without any issue, the problem is not with Topeak's design, the problem lies with you being unable to figure out a simple task. I have my rear brake cable in the exact same place, and I have the exact same model and mounting bracket, and the only difference is that my top tube is a slightly different shape, which is completely irrelevant to installation.
