Not hot enough, you'll need oxy-acetylene, even if they are attached with silver.

Hmmm, I worked at a frame shop for 8 years and we used a torch all the time. We did use silver to attach braze-ons except cable bridges, canti-studs, brake bridges and dropouts...Those Euro 531 frames you crave used brass for the braze-ons....Why do you think it's OK to heat up a tube to braze a lugged frame but not a braze-on?
