It's technically illegal here in the US for people to ride without reflectors (or in some cases, lights) after dark too, but that doesn't stop many, perhaps most people from doing it.
In reality what it does is to give the cops another reason why it's the cyclists's fault if he gets hit. Though in reality for cyclists riding in the dark without so much as a reflector, I have a hard time arguing that point for the cyclist.
