Sears 3-Speed Questions

I gave my brother and siter-in-law the Triumph 3-speeds that I found this winter, so I'm on the prowl for a new project. I'm thinking of getting a Sears 3-speed. I believe it is made in Austria, with a SA-clone hub. I'm hoping the threading and fittings are standard. Anyone have one? I'd like to modernize it, if possible, and make it a commuter bike:

Would it be possible to update the cottered cranks? Could I fit 700C rims to the bike? (I'd like to use studded snow tires for the winter). Or should I just find an old ten speed instead?
