mounting rear rack without eyelets

I have a question about mounting a rear rack on a bike without eyelets or braze-ons. I know that there are nice p-clamps that allow one to easily attach the rack to the seatstays (e.g. http://www.jandd.com/detail.asp?PRODUCT_ID=FCLAMP). But what fixes allow one attach the rack at the dropouts without brazed-on eyelets? Or can those p-clamps also be used at the dropouts?

The stays in question are titanium, so I'm not worried about strength or about scratching any paint. In the past I've used a rack that mounted only on the seatpost, but it has a low weight limit, and I want to be able to carry two full panniers.
