You can buy the mounting screws seperately, that's no big deal. Depending on your shoes, you may not even need the shims. I'd buy new cleats that come with all this stuff now, and then get the screws, for a back up.

There's no issue with reusing the adapter plate and those screws. I never changed those out when I had 3 bolt shoes when I changed cleats.
Theres no problem with reusing shims if they aren't broken down.
Reusing cleats and the cleat mounting bolts just depends on the shape they're in. If they've hardly been used its not a problem. I would however put fresh loctite on the screws.
