The OP should really deal with the rack/fender conflict back there (get rid of both, best scenario) and clean it up (and plug those bars). MTB prices are depressed, unless they carry a pedigree (like Marin or Specialized). The value of this is about $150 nice and clean. That era MTBs are some of the best bargains in the market now...
