Thanks for the advise, I'll finish cleaning it up and get some bar end plugs (good eye). Based on a few other bikes I've seen posted on CL I think it's safe to say the prices for used steel bikes in Southern California are a bit inflated, but I want to give someone a good deal if thay can put it to good use.
