for saddle height, your leg will be fully extended when you have your ankles on your pedals and there should be a bend in your knee when the ball of your foot is at the pedal.
if your knee is bent with your ankle on the pedal, then it's too low, but be sure you're not rocking your hip when you check for extension.
I think you mean heel. Ankles on pedals would result in a far too low saddle height.
