Sure, you can get a nice set of wheels for that price because I was shopping for a pair in that price range. You can get DT Swiss rims, 240s hubs and spokes for that price.
However, as others have said, I would probably keep what I have and work on the engine. I say that and I have my eyes on a new set of wheels too.
i agree the engine needs some work i want new rims though
i find im more motivated when i have lycra, bottles, jerseys on, etc. or maybe because riding in cargo shorts arnt as comfy
