For some reason, I thought it was a c-to-c measurement. I am at work right now and don't have the bar with me, so I will need to re-measure the width this evening.

Also, your comment regarding the measurement of the throw of Cinelli stems makes a lot of sense. I measured the stem from this bike using the "conventional" method last night and it resulted in 105 mm, which seemed odd. I will re-measure it this evening as well.
