There's lots of good shops here. My current bike is from Lifesport, a small shop with fantastic service. It all depends what area the person lives in; I'm in the south end, so I'm familiar with Gord's, Sampson's, Lifesport, and Alter Ego. Some other good ones are Bikes and Beyond, Olympia, and Woodcock. There's probably others too. She should shop around and experience two or three different stores.
