Did we ever determine if you're reusing the 740x rear derailleur? Looks like one's on there now.
If so: You mention 9s bar-ends, that seemingly means index, not friction. 9s shifters will shift a 740x RD in 8s mode. You'll need 10s shifters to shift a 740x in 9s mode.
