It looks like the top tube says "Firebird" which doesn't ring a bell. I had a '72 Raleigh, and whatever that is looks older. But the suicide brake levers mark it as low-end, something with lower componentry than the old Raleigh Record. Probably a hair too big for someone that's 5'9"; but if you have long legs, there's a chance.
