Last time I did this ride, I parked in Azusa. This does of course give you some extra climbing, but it wasn't the most enjoyable stretch due to traffic. The parking up 39 is also nice if you have time constraints since it allows you to jump right into the good stuff.

And yes, you do need a permit. $5 daily or $30 annual (and only $5 annual for a second vehicle pass).
