I haven't found any source that indicates the effect of the weight of the wheels (that is, weight on the rims, since weight at the hubs probably doesn't matter anywhere near as much).
What does "noticeable" mean? I suspect that some people
might be able to notice a large difference in wheel weight when accelerating quickly but it's hard to say whether there will be
any significant difference in overall speed for "normal" riding (which is where the value would be).
