I followed Sheldon's advice: if you tighten up one tension adjuster on V-Brakes, loosen the other by the same amount. Then I fine tune the arm with the least movement to balance and centre. Lube on the bosses and cable location seems to be the other key items. I'll post pix when I get 'Purple Haze' on the road in a couple of days.
Points well taken. It doesn't help that my V-brakes are cheap and somewhat rusty. If I could change them to canti's, I would.
