I just had this same problem with some new Kevlar bead Maxxis tires on a Mavic rim. Both companies build to pretty tight tolerances, so it was a bit of a chore to get the tire mounted. I always talc my tires and tubes, to make swaps easy, but the big thing is more pressure. Once I'm sure the tube is in properly, and the bead is locked, I slowly overinflate by about 10 PSI. Works every time, at least on fat tires.

Note: If you get in the habit of installing your tire with the logo or hotpatch across from the valve, you'll be able to tell if it's a rim problem or tire problem. If you get a flat and there's a cut in your tube, it also makes it easy to know where to look on the tire.
