I just had a set of wheels built for my wife with Chris Kings R45 hubs, Sapim CX-Ray spokes and Kinlin 27 mm rims. Cost less than $1000 and weighs about 1500 grams.

Ligero Wheels is another great option for sub-$1,000 aluminum rim wheels.
