You should always bring stuff to fix a flat. Why walk when fixing a flat is so easy?
I use a pump rather than C02 (I don't get that many flats and I don't have have to worry about blowing/running-out-of C02 cartridges).
I also bring a patch kit, just in case I run out of tubes.
