If you have a rusted, stuck cable, it is worth fixing. If the shifter is gummed up and a little WD-40 can free it up, then that's worth repairing. Replacing the shifter can get pricey.
Selling it as is, it might be worth $40 or $50 to a bike flipper who really wants it. At a garage sale, maybe $20.
+1 Al nailed it. I have at times replaced twist grip shifters with Tourney model trigger shifter. Niagara sells a six speed version for about $10. Right now, they just have the 7 speed version.

Typical Niagara, the six speed version is still for sale on Amazon (from Niagara) for about $10.

As an end user buyer. vintage MTBs and hybrids can make terrific values as recreational riders. as in pristine, ready to ride condition, they sell cheap ($100 to $125). But as a seller, they are a loser.
