Thanks to those who offered to loan me a tool but I have already ordered one from Ebay. In reality the Park FR-4 has the spline pattern but its to thick to fit over most axles. To use it you need to remove the axle first, it kind of sucks but its thick walled because the old thin walled ones were known for cracking.

I ordered the Zues and already own the FR-4.
