I'm a little puzzled by the question too.

Do you suppose the OP is asking whether we prefer riding on busy roads with wide shoulders vs quiet roads with no shoulders?

Or is the OP asking, if there's a shoulder available, do we ride on it, or do we choose to ride in the lane where all the cars are?
