On every road bike I've had, going back to Weinman brakes in the 70s and 80s, I have been able to brake hard enough to start to get the rear wheel come off the pavement. Any more stopping power than that and you will endo. Caliper brakes have more stopping power than you will ever use use in a criterium. Disc brakes are overkill
Yes, you can endo at 5mph with almost any brakes. But what about modulating them comfortably at 30mph while barely lifting the rear wheel off the ground? From the hoods? Hydraulic is a superior technology by any measure. Way better feel and power which allows more controlled braking. Not sure why some want to fight it. I can't even ride a mtb with cable brakes after going hydraulic.
