The cyclist should get 15 years in prison. As long as cyclists are permitted to ride carelessly, the carnage will continue. As a society, we need to find the political will to invoke penalties which include jail time, restitution payments, and long-term bike riding suspension. This will happen eventually -- remember the bad old pre-MADD days, when DUIs got off with wrist slap fines?
