In my experience, your timing is just a bit off. By the 1980's the Paramount reputation had fallen, and people racing, at least in my area didn't have much use for Paramounts. But in 1989 when the Waterford built Paramount OS came out, it was highly regarded and highly sought out by Racers. A number of people on my team had OS Paramounts, which were a true advance in frame building at the time.
Unfortunately, shortly after that Schwinn brought out the "Series" Paramounts, deluting the brand, and not much later went bankrupt.
But there was a few year period from 1989 till the early 90's that the Paramount OS was top of the line, ahead of conventially sized tubed frames from the big name italian builders.
I honestly don't remember seeing one...which isn't to say you're wrong, just that Schwinn's weren't well regarded where I lived. There might have been a brief window for them that I just didn't notice. I would say that the most desired bike in my time frame was a Merlin.
